The peace process is now in place for Kazakhstan, and the Kazakh president Kassym Jomart Tokayev made important modifications to the power structures of the ruling class, that raised doubts and worries. Tokayev's selection as the Chairman of National Security Council has received the most attention. He succeeds President Nursultan Nazabayev, whose rage at the state of economic inequality sparked protests.

Three sons-in-law of the former president were fired from state-owned businesses, and his nephew was too and Karim Masimov, who was the director of intelligence, was arrested for treason. Many other Nazarbayev-affiliated top officials and business elite have lost their jobs, left overseas for extended vacations, or were forced to make large "donations" to the state.

Tokayev has established business relationships with other countries in the region and with the West. To maintain his popularity, Tokayev has tried to avoid angering Putin. Kazykhanov may upset this equilibrium. Washington must be watching developments in Kazakhstan closely, as they could provide hints about a variety of potential power shift scenarios.
